Well it looks like your running PCGaurd which is a pretty big RAM Hog. You also will want to defragment your drive(let me know if you don't know how to).

I would get rid of PCGaurd and switch to something a bit more resource friendly like Malwarebytes.

Anyways:

• What site are you downloading from that is going much slower? Or is only P2P such as Limewire or Torrents.
• Get rid of PC Gaurd it was horrible last time i saw it. Malware bytes is free and considerable better. Malwarebytes' Anti-Malware - Free software downloads and reviews - CNET Download.com
• Also run a scan of spybot search and destroy and have it fix errors: Spybot - Search & Destroy - Free software downloads and reviews - CNET Download.com
• Are you on a wireless network? IF so whats your connection strength

Also i want you to:

1. copy psinfo(same folder pslist was in.) into c:\
2. Open up a command prompt
3. cd\
4. psinfo.exe /accepteula -h -s > c:\info.log
5. Get me the c:\info.log file you can email, atttach, etc idc how just get it to me
